An unknown person or persons have undertaken an ongoing series of “lone wolf” shooting and IED attacks in major cities across the Midwest targeting federal law enforcement offices and personnel.

As an intelligence analyst with the Department of Homeland Security, your have been directed to develop a background paper pertaining to the ongoing “lone wolf” attacks in major cities in the Midwest. This background paper will cover the following issues:

1. Define a “lone wolf” terrorist and describe which DHS agencies would play a role in locating and apprehending these attackers, and

2. Explain why “lone wolf” terrorists (domestic and foreign) represent a unique challenge to DHS and to the U.S. government, both in terms of detection and apprehension, as well as why “lone wolves” are potentially able to inflict significant harm (e.g., Oklahoma City) within the United States.
